hdu_specs(*, rings_in_fov=False, edge_on=False)

RING_GEOM is always_degenerate in v2 – always present, with its arrays collapsing to a scalar NaN when no rings are in the field of view. The rings_in_fov argument is accepted for signature compatibility with the hardcoded layout; under v2 it does not remove the HDU.
